The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond and other contract documents may be examined at the following.
The Office of the Safety-Service Director, 40 Public Square, Mount Vernon, Ohio 43050 or Richland Engineering Limited, 29 North Park Street, Mansfield, Ohio 44902.
Copies may be obtained at the Office of Richland Engineering Limited, 29 North Park Street, Mansfield, Ohio 44902 upon payment of $35.00 for each set. Checks shall be made payable to Richland Engineering Limited and all documents become the property of the prospective bidder, with no portion of the payment being refunded.
The owner reserves the right to waive any informalities. Contract will be awarded based on the lowest and best bid. The City of Mount Vernon may reject any or all bids on any basis and without disclosure of reason. The failure to make such disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the City of Mount Vernon.
Each bidder must deposit with his bid, securing in the amount, form and subject to the conditions provided in the Information for Bidders.
Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond Form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said Surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and required that this project be completed in accordance with completion date provided in the contract documents.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services and labor in the implementation of their project. Additionally contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governors Executive Order of 1972 and Governors Executive Order 84-9 shall be required.
DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 453.11 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.
Bidders must comply with the prevailing wage rates on public improvements in Knox County and the City of Mount Vernon as determined by the Ohio Department of Commerce, Wage and Hour Division, 614-644-2239.

Bids shall be sealed and marked as bid for 2008 Street Resurfacing Project and mailed or delivered to David C. Glass, Safety-Service Director, City of Mount Vernon, Ohio, 40 Public Square, Mount Vernon, Ohio 43050.
This project consists of taking bids for materials and services as indicated in the specifications. Bids will be reviewed on a unit price basis and awarded accordingly. The City reserves the right to award bid items individually or as a complete package. Questions regarding the work should be directed to the Safety-Service Director.
Plans, specifications and bid forms may be obtained at the City of Mount Vernons Engineering Department at 40 Public Square, Mount Vernon, Ohio upon payment of $25.00 for each set. Checks shall be made payable to the City of Mount Vernon and all documents become the property of the prospective bidder, with no portion of the payment being refunded.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that this project be completed in accordance with the completion date provided in the contract documents.
Each proposal must be accompanied by a bid guaranty in the amount of ten (10) percent of the bid. Said guaranty maybe in the form of a bid bond, bid guaranty and contract bond, a certified check or cashiers or a letter of credit. Bid guarantees must meet the requirements of Sections 153.54 of the Ohio Revised Code.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally contractor compliance with the equal opportunity requirements of Ohio Administrative Code Chapter 123, the Governors Executive Order of 1972 and Governor's Executive Order 84-9 shall be required.
Domestic steel use requirements as specified in Section 453.11 of the Revised Code apply to this project. Copies of Section 153.011 of the Revised Code can be obtained from any of the offices of the Ohio Department of Administrative Services.
This is a prevailing wage project and is subject to the requirements of Ohio Department of Commerce Wage and Hour Division and Chapter 4115 of the Ohio Revised Code.
The City reserves the right to reject any and all bids and to waive minor informalities.
