Do exams test driver's ability?

MOUNT VERNON — One of the rites of passage growing up in this country is getting a driver's license. Many drivers remember taking the test and, if it was failed the first time, what was missed.

I think drivers should be re-tested every five years when they renew their licenses. It is apparent to me that over the years, drivers forget the rules and become unsafe. If they cannot remember to use their turn signals, stop completely at traffic signals and use general caution, then they should be made to retake driver’s education. This could be tied to lower insurance rates, etc. It would also generate a little more revenue and discourage driving/promote other alternatives (like walking/biking).
