		<description><![CDATA[Why aren&#039;t stimulus funds used to help out here. I understand the Federal agency, the EPA is mandating changes be made to improve the enviroment, but most of the grant money is used for beautifying bike paths and parks, ignoring the source of harmful runoffs. I suppose there isn&#039;t good PR benefits to fixing problems that aren&#039;t perceptable.

There is plenty of money to spend on an abandoned factory, but doing good for overtaxed citizen&#039;s isn&#039;t quite as important.]]></description>
