I have a Colt .45 civilian version of the M1911 semiautomatic pistol.

Were I to openly carry it and officers asked why, I’d explain that it could not be fired eve were there a round in the chamber.

I would also politely answer other questions germane to their inquiry.

Ohio is an OPEN CARRY state.
You only need a license to carry if you are carrying concealed.

How do they know it was unloaded? Was there a bullet in the chamber? Or better yet why was he carrying it?
