According to Knox County Prosecutor John Thatcher, the Grand Jury returned eight indictments on Monday. Arraignment hearings in the cases will be held before Judge Otho Eyster, in the Knox County Court of Common Pleas, on July 10 at 10:30 a.m.
Steven L. Smith, 32, Howard, is charged with unlawful sexual conduct with a minor for allegedly engaging in sexual conduct with a 15 year old female on multiple occasions, between December 1, 2012, and February 14 of this year. Thatcher said the seriousness of the offense is enhanced to a third degree felony because Smith is more than ten years older than the alleged victim. Deputy Dan Bobo, Knox County Sheriff’s Office, investigated the case.
According to the indictment, James A. Cooper, Jr., 25, Howard, was convicted of a sexually oriented offense in the State of New York, in 2006, requiring him to register as a sexual offender. Cooper is charged with failing to register his address with the Knox County Sheriff within five days of the date he entered the county, on June 1.
According to the indictment, Kenneth C. Strickland, 19, Centerburg, was convicted of misdemeanor domestic violence in the Mount Vernon Municipal Court, in 2012. Due to the prior conviction, Strickland is accused of felony domestic violence for allegedly assaulting a family member, on June 26. Sergeant Al Dexter, KCSO, investigated the domestic disturbance call.
Jeremiah Linn Leist, 31, Mount Vernon, was indicted on two counts of aggravated trafficking in drugs and one count of possession of drugs. Thatcher said on June 13, Leist allegedly sold Methamphetamine to a confidential informant working for the Mount Vernon Police Department, and on June 18 he offered to sell “Meth” again to a confidential informant. Detective James DeChant investigated the case.
Kelly Marie Shreiner, 44, Mount Vernon, faces trafficking in drugs and trafficking and possession of heroin charges. Thatcher said on April 25, Shreiner allegedly sold Alprazolam (Xanax) tablets to a confidential informant working for the MVPD, and the next day she allegedly sold heroin to a confidential informant.
Tiffiny Rose Rutter, 25, Mount Vernon, is accused of trafficking in drugs on May 8 and 16. Rutter allegedly sold Suboxone to a confidential informant working for the MVPD on those days. Detective Corporal Matt Dailey investigated the Shreiner and Rutter cases.
Brian M. Winand, 22, Mount Vernon, faces two counts of aggravated possession of drugs. During a traffic stop on May 30, Patrolman Tim Arnold, MVPD, allegedly found an Adderall and an Oxycodone (Vicodin) pill in the motor vehicle Winand was driving.
Frank J. Stoutenburgh, 33, is accused of one count of aggravated possession of drugs. During a traffic stop on October 14, 2012, Trooper Ryan Mann, State Highway Patrol, allegedly found an Oxycodone (Vicodin) pill in Stoutenburgh’s jeans pocket.
