Informant indicted on drug charges

DELAWARE — Jason Blubaugh, a confidential informant for the Mount Vernon Police Department, was indicted on drug charges Friday in Delaware County.

According to the indictment, Blubaugh is charged with possession of drugs, a fifth-degree felony. Blubaugh was allegedly found to be in possession of heroin in April 2007.

Knox County Prosecutor John Thatcher named Blubaugh as a witness in 14 felony drug cases in Mount Vernon. Working with police and wearing a police microphone, Blubaugh allegedly bought drugs from the defendants in those 14 cases using money supplied by the Mount Vernon police. Several defendants accused Blubaugh of keeping some of the police money and some of the drugs purchased with it for himself.

Acquaintances of Blubaugh told the News that Blubaugh has left the Knox County area. Records reveal that he has yet to appear in person in any scheduled court case in Knox County. Court records show that prosecutors have not been able to serve Blubaugh with a subpoena since Nov. 9, 2007.

According to the Delaware Clerk of Courts, no warrant has been issued in that county for Blubaugh’s arrest, but the court has issued a summons. Blubaugh is scheduled for an arraignment on April 16 in Delaware County, provided authorities have found him. For now, there has been no service of the summons.

Knox County prosecutors have been forced to continue two trials at least two times each due to Blubaugh’s alleged disappearance.

Thatcher was unavailable for comment due to an ongoing jury trial.
