MOUNT VERNON — Doug Mill and Jeffery Carr from ADR & Associates engineering firm crunched some numbers over the weekend and presented their findings to the Knox County Commissioners on Monday. The upgrade to the Little Jelloway sewer plant and the Amity hamlet decentralized wastewater processing system were previously separate projects with separate funding, but brainstorming last Thursday led to examining the funding picture differently.
