MOUNT VERNON — When every effort is made to keep children safe and families intact fails, Knox County Children Services turns to the judicial system for help.

“It is always a significant balancing act because it always involves weighing two major rights,” said Michael Schlemmer, Knox County assistant prosecutor. “First and foremost, the right of the parents to raise their own children and the right of the children to remain in their home and be raised by their parents versus the state’s interest in protecting the children.”
