MOUNT VERNON — The oil spill near Jericho Road in Jefferson Township April 16 was apparently caused by the lack of maintenance on the storage tank and its containment dike.

Ohio Division of Mineral Resources Management Inspector Will Ziegler said it is almost certain the bottom of the tank simply rusted off and the integrity of the dike had been lost because of groundhog holes.

“The violations we found all dealt with the ability to keep contamination on site,” Ziegler explained.
