UTICA — In an effort to raise funds after a proposed village levy failed during last week’s election and proposed state cuts, the Village of Utica heard a first reading of ordinances that would increase vehicle registration for village residents by $15. Funds from the ordinance, if passed, would go to the village’s general fund.

Council tabled discussion on a resolution that would declare the need for a levy in excess of the 10-mill limitation because only four council members were present Monday night.
