MOUNT VERNON — A pre-bid meeting to begin the process toward construction of county wastewater improvement projects in Bladensburg and Millwood took place Thursday morning at the office of the Knox County Board of Commissioners. Representatives from ADR & Associates of Newark conducted the meeting while also attending were electrical engineer Ralph Hoffman, American Electric Power representative Russell Bailey, Knox County Water and Wastewater Superintendent Jason Figgins and a representative of Terra Valley Excavating, a potential bidder for the project.

ADR & Associates is the engineering firm contracted to facilitate the projects of constructing two centralized collection systems with the Millwood station utilizing pumping to the Howard collection plant. ADR project manager Jeff Carr explained that bids may be submitted for any combination of base bids, for both locations together or individually. All combinations of base bids will be compared. This may result in the awarding of one combined contract to one bidder or two contracts to two bidders. Completion is expected 115 calendar days after notice to proceed is granted for each section, or 230 days after notice to proceed for a combined bid.
