A federal lawsuit filed in the U.S. District Court on Wednesday alleges Brian Hess, director of the Knox County Emergency Management Agency, sexually harassed 9-1-1 dispatchers and created a hostile work environment in the 9-1-1 Emergency Call Center since early 2009.
