MOUNT VERNON — In this year’s general election, voters in Mount Vernon will have the opportunity to vote for three at-large city council seats. There are three seats, all up for election. Voters will be instructed to vote for three candidates out of the five running in this case. The top three vote getters will win an at-large seat on city council.
Suppose, however, a voter favors only one candidate of those running. Would he give his candidate any kind of advantage by voting for just one candidate? And can he or she do that?
