MOUNT VERNON — Melissa Collins Kramer, 28, of Utica, pleaded guilty Friday to a charge of obstructing official business, a fifth degree felony, in connection with the death of St. Louisville firefighter Lilly Dawn Pressley-Claggett in a shooting on Ohio 586 July 1.

The charge carries a sentence of up to 12 months in jail.

Sentencing is tentatively set for Dec. 9

Knox County Prosecutor John Thatcher said Kramer will testify on behalf of the state in the trial of her father, Michael T. Collins, 54, Nov. 15. Collins is charged with murder with a firearms specification, attempted murder, voluntary manslaughter with a firearms specification, involuntary manslaughter with a firearms specification, having weapons while under disability and tampering with evidence in the death of Claggett and the wounding of Jesse Collins.

For cooperating with the state, Thatcher said charges of obstruction of justice and tampering with evidence, third degree felonies, will be dropped.

Kramer was reportedly in the car with her father when he was chasing a car occupied by Claggett and his son, Jesse Collins. Jesse Collins was seriously wounded in the running gunfight when Claggett was killed.
