MOUNT VERNON — Budget meetings dominated the city administration’s time this week as it began the process of preparing a 2012 budget.

“Our guideline to the department heads was they need to bring in a proposal equal to the 2011 budget. That means no growth, but they can reconfigure items to reflect different priorities,” Mayor Richard Mavis said.

“We’ve also asked for a five-year plan for each department which considers such things as staffing, retirements, space and equipment that needs to be added or replaced.”
