NEWARK — An indictment was recently served to William O. Dunlap, former clerk/treasurer for the village of Utica, on a third-degree felony of theft in office.
The indictment was released by Licking County Prosecutor Kenneth Oswalt, charging Dunlap from a schedule of findings included in a state auditor’s report.
The findings claim that between 2006 and 2009, Dunlap illegally expended public money with no supporting documentation and collected funds from a variety of sources which went unaccounted for. Dunlap reportedly had sole possession of the village’s credit card while in office. A total of $38,815 is being sought for recovery from the charges.
Dunlap is initially being represented by attorney Brian Waltz of Newark. A bond hearing is scheduled for 8:30 a.m. Tuesday, Nov. 22 in Licking County Court of Common Pleas. After bond is set, an arraignment will be scheduled for a later date.
Dunlap is currently living in a skilled nursing facility in Akron.
