MOUNT VERNON — The $10 million bond issue for Mount Vernon Nazarene University, the tax abatement for Rolls-Royce Energy Systems’ new building and an interim budget for 2012 will be the agenda for Mount Vernon City Council’s special meeting Monday.

The evening will begin at 5 p.m. with a public hearing on the bond issue for MVNU to finance the expansion of its physical education facility. The initial committee meeting on this was held Dec. 12.

The hearing will be followed immediately by the special meeting to vote on the three issues. Mayor Richard Mavis said the special meeting was needed so that if at least six council members (the number needed to pass a measure as an emergency) are not there, they have time to schedule another meeting before the end of the year.
