MOUNT VERNON — After the torrential rains fell across Knox County in the pre-dawn hours of Thursday morning, water levels rose quickly. But by 9:30 a.m., water was receding as Richard Dzik, acting director of the Knox County Emergency Management Agency, made an assessment tour of flood-prone areas.

“It’s important to determine how bad it is now,” Dzik said, “and how much worse it could get with more rain.”
