UTICA — The decision to award a bid for the village wastewater upgrade project was put on hold when Utica Village Council met Monday evening at town hall.
Bids for the proposed project were opened on April 6 with Utica Mayor Lester Grennell announcing that 10 bids were submitted. Richland Engineering is overseeing the project which will consist of an upgrade of the screening process, which is being mandated by the Environmental Protection Agency. Village funds and a 20-year, zero-percent loan is being used to fund the project.
Village administrator Jud Brechler encouraged council members to delay the awarding of a bid until a future meeting if they were not comfortable with all the language in the proposal. He said that there is an 18-week lead time until the project can start. It should take 270 days to complete. Council decided to review the bids further and scheduled a special meeting at 7:30 p.m. Monday, April 16, to consider awarding a project bid.
Council was addressed in a public participation session with a concern of the upkeep of grass and trash at Miller Park. Grennell explained that the Miller Park Diamond Association is in charge of the cleanup procedures and stated he will continue to share the public’s concern. Individuals have been providing help with the cleanup of the park as well. Grennell expressed his thanks for their efforts.
