UTICA — Further complaints of semitrailers parked near residential homes emitting diesel fumes were heard when Utica Village Council met Monday evening at town hall. Two residents expressed their dissatisfaction that no resolution has been reached on this issue, even though complaints of trucks running parked next to their property have been reported for nearly three years now.
When the question was raised if the area was zoned as residential or commercial, councilman John Stone stated that this could be determined by examining a zoning map.
Two ordinances were on Monday’s agenda, and both were given a second reading. These were Ordinance 12-007 amending Ordinance 95-16 and creating the position of clerk of mayor’s court/fiscal officer’s assistant; and Ordinance 12-010 which will allow the village to move money from different funds.
Village administrator Glen Richards has been working with administrators from the Honeybrook Green housing complex in taking possession of parcels regarding streets, storm sewer, wastewater and water lines. Streets, water and wastewater items have been approved, but deliberations are still ongoing for the storm sewer portion due to runoff from parcels that is flowing into retention ponds due to the lack of drainage in these areas. Richards is seeking advice from village solicitor Sara Light on measures to pursue in this matter.
Permissive tax money paid to Licking County will be used to go toward a paving project for Spring Street, announced Richards. The amount the village is getting back this year will pay for all but $81.38 of the paving project. Council approved a bid by Small’s Asphalt to pave Spring Street from Central Avenue east to the railroad tracks at a cost of $17,801.
An upgrade is set to take place at the Duke/Duchess station at the corner U.S. 62 and Ohio 13. Richards has met with zoning board of appeals chairwoman Sherry Torrens regarding this property. The Dari Shack property to the west has been purchased, and a new larger building is to be constructed at the west end of the property with the old building scheduled to be demolished. Richards said there are zoning issues at this property which need to be reviewed.
