MOUNT VERNON — Ronald A. Kirk, 36, Mount Vernon, was convicted of aggravated arson, illegal manufacture of drugs and endangering children for his part in a methamphetamine “cook” that started a fire in a Follin Avenue apartment on May 16.
Kirk was sentenced to a four-year prison term with no opportunity for early release. Thatcher said children were present in the next door apartments, although no one was injured. Kirk’s co-defendants are awaiting trials. Detective Craig Feeney, Mount Vernon Police Department, investigated the case.
Clifford D. Koch, 27, Mount Vernon, was convicted of failure to provide change of address and importuning, in separate cases. Koch was sentenced to a 24-month prison term. Thatcher said Koch was convicted of unlawful sexual conduct with a minor in the Knox County Court of Common Pleas in 2006. Koch failed to notify the Knox County Sheriff’s Office of a change of address on Nov. 7, 2011. Deputy Dan Selby investigated the case. On April 14, 2012, Koch solicited sex from a 14-year old girl. Patrolman Brian Durbin, MVPD, investigated the importuning case.
