MOUNT VERNON — According to Knox County Prosecutor John Thatcher Thomas W. Higgins Jr., 33, was convicted Monday of failing to provide change of address notification to the Knox County Sheriff’s Office.
He was sentenced to a 30-month prison term. Thatcher said Higgins was convicted of unlawful sexual conduct with a minor and classified as a sexually oriented offender in the Knox County Court of Common Pleas in 2002. He was also convicted previously of failing to provide change of address notification in 2005. Higgins served a 15-month prison term for that offense.
Thatcher said a sex offender compliance check conducted earlier this year by the sheriff’s office revealed that Higgins was not living at his registered address in Mount Vernon. Detective Doug Turpen and Deputy Dan Selby investigated the case.
