Law enforcement was called to the scene as a result of a complaint of a white male within that area being disorderly.

The suspect contacted the UPD dispatch center earlier in the evening about a complaint of an officer issuing a citation to a driver at an intersection near where he resided and stated the stop signs should be removed. The dispatch center later received a call in reference to a white male standing in the intersection, yelling at vehicles and drivers as they passed by him.

While investigation the complaint, Patrolman Jerry Smith observed the black handle of a handgun in the waistband of the man’s pants. The suspect returned to his home only to return to his front porch with his shirt untucked concealing the area that previously revealed the handgun.

Smith contacted the Licking County Sheriff’s Office for backup as the suspect again returned inside his residence.

After a brief stand-off, which prompted the lock down and evacuation, Utica Police Chief Clifford Bigler was able to talk to the male via cell phone from the scene and got him to come to the front door, where he was taken into custody.

The News was told Friday evening that the suspect’s name could only be released by Bigler who will not be in the office until Monday morning.
