Issue 2 is a proposed Constitutional amendment that would create a state-funded commission to draw legislative and congressional districts for the state.

The proposed amendment would remove the authority of elected representatives and grant new authority to appointed officials to establish congressional and state legislative district lines.

It would create a state-funded commission of appointed officials. The commission would consist of four members from the largest political party, four from the second largest political party and four not affiliated with either of the two largest political parties.

The issue would also require new legislative and congressional districts be immediately established by the commission to replace the most recent districts developed by elected representatives.

It would repeal current requirements for drawing legislative districts that avoid splits to counties, townships, municipalities and city wards where possible.
