MOUNT VERNON — President William Howard Taft once said, “Legislators seem to regard the passage of laws as more important than results of their enforcement.” Animal rights activists hope Ohio’s Puppy Mill Bill will be different.
SB130 aims to dispel Ohio’s reputation as one of the nation’s softest on companion animal protections. Advocates speaking for abused and neglected dogs generally welcome the law, but with a healthy dose of skepticism.
