MOUNT VERNON — It’s no accident that Ohio and Holmes County are nationally known for pockets of substandard dog breeding operations. Lax companion-animal protection laws and spotty enforcement have historically made the state fertile ground for so-called puppy mills operated under cruel conditions. Considerable focus has been placed on Amish breeders from Holmes County and cultural lines between them and their “English” counterparts, but inhumane dog kennels are by no means exclusively Amish or Holmes County problems.
