MOUNT VERNON — A Mount Vernon Police Department sergeant filed a discrimination lawsuit against the chief of police and other city administrators on the same day he failed to appear for a disciplinary hearing.

The complaint, filed Thursday in the U.S. District Court for the Southern District of Ohio, alleges Sgt. Mark Perkins was a victim of ongoing discrimination for seven years, including when he was on active duty with the Ohio National Guard, largely at the hands of police chief Mike Merrilees.
