MOUNT VERNON — Developers wanting to build a Panera Bread restaurant on Coshocton Avenue received two out of three variances they sought from the city’s Board of Zoning Appeals Wednesday.

The board voted 3 to 2 to approve a site plan that eliminates two loading spaces and allows two retaining walls to be closer to the edge of the property than usually allowed.

However, the board refused to allow creating of three parking spaces that would be a foot narrower than normally required by city code.
