MOUNT VERNON — Knox County business and community leaders, as well as interested residents are invited to attend a special Oil & Gas Leasing Issues Briefing, sponsored by the Knox County Farm Bureau and Knox Soil and Water Conservation District. The briefing will be held Tuesday, May 17, at 7 p.m. at the Knox County Memorial Theater in Mount Vernon. The program will be facilitated by Ohio Farm Bureau Federation Director for Energy Services Dale Arnold.

“Long-term energy demand and new drilling technology have sparked interest in tapping into the Marcellus and Utica Shale deposits in parts of the Appalachian plateau, including many areas of eastern and central Ohio,” Arnold said. “It is estimated that methane and methane liquids in these deposits can address major requirements for fuel well into the second half of this century.”

While many farmers and rural residents in the area have worked with energy service providers for years, new directional drilling technology, deeper wells and the amount of natural gas reserves have sparked new leasing arrangements.

“Land unitization requirements, repair/remediation practices, general payments, royalty and bonus provisions — leases now being presented to local landowners are structured much differently than those offered during the 1970s to 1990s,” said Arnold.

Rob Clendening, administrator for the KSWCD notes that “the Soil and Water Conservation District office has been receiving numerous inquiries about oil and gas leasing activities. Rural residents are concerned about potential impacts to soil and water resources. Additionally, local agricultural producers have been concerned about impacts to their soil and water conservation management infrastructure, things like tile drainage installations and grassed waterways, that may be damaged by drilling activities.”

During the course of the briefing, Arnold will discuss current energy trends, new drilling technology, remediation standards, general payment provisions and other provisions that are needed to create effective lease agreements.

Arnold has been OFBF director for Energy Development since 1995. He represents farm and rural residential energy consumers on a variety of government working groups and public utility advisory boards concerning energy development. He has extensive experience working with county farm bureaus and local residents, helping communities evaluate projects concerning electric transmission lines, renewable energy generation, pipeline infrastructure, and oil and gas leasing issues.
